Pinch District

The Pinch District is an historic nine-block area in downtown Memphis. Since 2017, Malasri Engineering has been designated as the prime consultant by the City of Memphis Division of Housing and Community Development for the ambitious Pinch District Development Project. Responsibilities include overseeing the infrastructure improvement projects outlined in the $48 million State Infrastructure Fast Track Grant. These projects include a 48” sewer line relocation and three phases of converting overhead utilities to underground.

Front Street Improvement Project

Malasri Engineering is currently providing utility analysis and coordination for the prime consultant and the Community Redevelopment Agency for the Front Street Improvement project from A.W. Willis to Henry Street. Malasri Engineering is coordinating the water main infrastructure upgrades for the area, with planned drainage and sewer upgrades.

A.W. Willis Interceptor Sewer Relocation

The City of Memphis and SARP10 tasked Malasri Engineering with developing a scalable and efficient Stream Crossing Assessment Program for every stream crossing within the city limits. Working with SARP10, Malasri Engineering identified and mapped approximately 3,600 potential sewer stream crossings. Through an iterative approach, Malasri Engineering developed best practices to identify, verify and assess stream crossing areas according to selected bases.

Sewer System Evaluation Survey

Since 2015, Malasri Engineering supported various SSES contractors for the City of Memphis Sewer Assessment and Rehabilitation Program (SARP10). Malasri Engineering has overseen and managed more than 6,500,000 LF of PACP, MACP and Smoke Testing services, also providing local oversight of daily operations of field services. Malasri Engineering coordinates with subcontractors and serves as liaison between the City of Memphis SARP10 Program Team and the primary contractor.

Uptown Community Plan

For the Uptown Community Plan project, Malasri Engineering provided infrastructure support involving multiple utility stakeholder coordination for Torti Gallas + Partners and Memphis and Shelby County Community Redevelopment Agency (CRA). This plan will guide the CRA on continuing the revitalization of the Uptown neighborhood by the City of Memphis and Shelby County through an allocation of $95 million for redevelopment projects.


Malasri Engineering is currently working with the Kimley-Horn team to provide civil engineering services and construction documents to transition the plans into reality.

Maynard C. Stiles Wastewater Treatment Plant Upgrades

The City of Memphis is upgrading the Stiles WWTP electrical systems (switchgears, motor control centers, transformers, etc.), backup power capability (generator installations and connections), lagoon outfall, HVAC systems, and plumbing systems, to improve the plant reliability and eliminate sanitary sewer overflows.
