ACCELERATE MEMPHIS: ACTIVATING MEMPHIS 3.0

 

Accelerate Memphis is the City’s award-winning $75 million infrastructure initiative to activate the Memphis 3.0 Comprehensive Plan across 37 project sites. As Program Manager, Malasri Engineering led a citywide portfolio modernizing streets, strengthening multimodal connectivity, inaugurating green infrastructure in Memphis and reinforcing anchored centers of community activity.

 Malasri Engineering provided comprehensive program leadership including planning, design coordination, utility management, construction oversight for Construction Engineering and Inspection (CEI). To successfully deliver 37 concurrent projects during pandemic recovery, the team introduced new systems and best practices:

Alternative Delivery: Implemented Construction Manager at Risk (CMAR, also known as Construction Manager/General Contractor or CMGC) for municipal horizontal infrastructure, engaging contractors at 30% design to improve constructability, accelerate schedules and secure guaranteed maximum pricing.

 Technology Leadership: Led the City’s first adoption of Procore, integrated with GIS dashboards to provide real-time tracking of schedules, budgets and approvals.

 Utility Coordination: Established a proactive, program-wide utility coordination process to resolve conflicts prior to construction, preventing delays and redesigns.

 Accelerate Memphis delivered over 260,000 SF of sidewalks, more than five miles of bike lanes, upgraded transit stops, civic plazas, public art and the City’s first green infrastructure installations — including 17,000 SF of bioswales.

 Despite volatile market conditions, the program achieved:

Schedule: 100% of projects complete or substantially complete within 44 months

Budget: Full delivery within the $52.1 million construction budget

Safety: Zero lost-time injuries across all sites

The delivery tools and digital systems developed under Accelerate Memphis are now being institutionalized as standard practice for future municipal capital projects.
